British Broadcasting Corporation Gaza Film Deemed a 'Serious' Violation of Broadcasting Standards, States Ofcom

The public service broadcaster committed a "major breach" of broadcasting rules by failing to disclose that the voice of a film about the Gaza situation was the offspring of a Hamas official, as determined by British broadcasting authority Ofcom.

An inquiry by Ofcom into the documentary titled Gaza: How to Survive a Warzone has found that the programme was "significantly deceptive".

The chief executive of the broadcaster had earlier expressed regret, saying there had been "a serious error in relation to factual correctness".

The authority has directed the broadcaster to broadcast a evening statement about its conclusions.

"Given this constitutes a serious breach of our rules, we are ordering the BBC to broadcast a statement of our conclusions against it on BBC2 at 9pm, with a timing to be finalised," it said.

'Risk to Erode Confidence'

The authority's report stated: "Our probe found that the film's failure to disclose that the presenter's male guardian occupied a post in the Hamas-run authority was substantially inaccurate.

"This implied that the audience did not have vital facts which may have been highly relevant to their evaluation of the narrator and the content he presented.

"Confidence is at the heart of the connection between a broadcaster and its viewers, especially for a national broadcasting corporation such as the public broadcaster.

"This failing had the potential to erode the very considerable levels of trust that audiences would have invested in a BBC factual programme about the conflict in Gaza."

The programme was pulled from the BBC's streaming service in last February after the presenter's family links were revealed, and in the month of July an internal BBC review found it violated the organization's journalistic standards on truthfulness.

A BBC spokesperson said: "The authority's determination is in agreement with the results of the internal assessment, that there was a significant failing in the documentary in relation to the corporation's content standards on factual correctness, which corresponds to regulation 2.2 of Ofcom's Broadcasting Code.

"We have apologised for this and we agree with the regulator's ruling in complete. We will comply with the sanction as soon as the schedule and wording are confirmed."
